Basic Techniques
Some are Taijutsu, some are Ninjutsu, some are Genjutsu, but there are a few basic, simple, easy to learn and often used skills that nearly every ninja has or needs. This is the sort of stuff you would learn inside the Academy.
In some roster entries it may say a ninja knows "All Basic Skills". This is not referring to every skill on this list. It means the following: Advanced Chakra Control, Bunshin, Dispel, First Aid, Henge, Kawarimi, Scroll Reading, Weapons Training, Weapons Tricks.
Advanced Chakra Control
Something a beginner ninja may not need, but a more advanced ninja is expected to know, Advanced Chakra Control allows you to regulate how much chakra is in different parts of your body. This is required for a large number of different specialty jutsus, but in addition, it lets you do such neat things as stand upside down from a tree, walk on water, or as demonstrated by Sasuke, catch a Kunai and throw it back at your opponent with the heel of your foot.
Bunshin
Bunshin is the most basic of all the clone Genjutsus. It requires only a single hand seal, and creates a number of clones purely out of Chakra. These clones are immaterial, they cannot attack or really "touch" anything, although an experienced Ninja may be able to spread their chakra to create noises and sounds that looks like it's coming from them. If another ninja attacks these clones they disappear in a puff of smoke.
Change in Chakra Nature
A necessary technique for the training of rookie ninja, the Change in Chakra Nature is the first step towards learning elemental ninjutsu. The ninja learns to mold their own chakra into a different form, either fire, earth, lightning, wind, or water. While this technique on its own is at best mildly useful, it will open the door to much more powerful ninja techniques.
A ninja must take the Change in Chakra Nature for a specific element before learning ninjutsu of that element. They may retake this jutsu until they have mastered all five elements.
Dispel
One of the more difficult to learn of the basic skills, Dispel is an anti-Genjutsu that experienced ninja use when they're in a non-combat situation and think they're being affected by a Genjutsu they cannot see. It momentarily raises their Genjutsu defense by a large amount, hopefully "dispelling" the effects. You can also use it on other people.
First Aid
Even though medical ninja are prevalent throughout Konoha, it is still highly likely that in a given ninjas career, they will be on a mission without a medical nin, or in an encounter where the medical nin is the first to be disabled by attack. All ninja learn common first aid very early, and carry medical kits in their travel packs.
For game use, this technique allows the ninja to use the med kits that come with any Genin weapons pack.
Henge
Henge is the simple Transformation Genjutsu, that transforms yourself into something else. It requires only a single hand seal and is quite simple. While transformed, the ninja takes on all qualities of the object, although experienced ninjas will be able to tell by feeling and chakra flow that you aren't really a rock or whatever. If somebody touches you while transformed they will instantly know what your true form is, and being hit hard enough will knock you out of it.
Kawarimi
Kawarimi is the famous Naruto "replacement" skill, that exchanges you for another, pre-existing object (Konoha ninjas usually prefer logs), in an effort to get out of a tight spot. It requires no seals or words or anything to perform, although depending on your opponents Genjutsu score you may not be able to "get away" from an attack like that.
For game terms, people will only be allowed to use Kawarimi once per fight per point of Ninjutsu they have. The number of times it can actually be used depends on the difference in Genjutsu between the user and their opponent.
Kyuuchiyose
Kyuuchiyose, the "Summoning" Jutsu, is definitely not basic, but something nearly all Jounin and up know. There are many magical groups of birds and beasts in the world of Naruto, and a ninja that makes a blood contract with one can then summon its members through use of the Summoning Jutsu, for assistance in combat. A large variety of things can be summoned based on the ninjas ability, from small tracking summons to man-sized fighting summons, to the very gods. Learning Kyuuchiyose is easy, as it is simple and requires no seals to perform (you simply touch your palm to the ground), but in order to use it you have to make a blood contract on that particular diety's contract seal. Although the Hokage holds the Monkey seal, most of the scrolls have been lost or forgotten.
As of yet, in the show, it has been shown possible to summon the following:
Frogs
Snakes
Spiders
Slugs
Monkeys
Dogs
Ferrets
Demons
Bees
Chameleons
Scroll Reading
While jutsu scrolls are generally reserved for Chuunin and higher level ninja, they are relied on as effective ways to make use of techniques that a ninja has not currently mastered. Some Genin will skip this training learn it at a later date, while others rely on scrolls to transport huge quantities of weapons easily, and learn it very early.
Tactical Insight
The Nara clan is famed for its strategic ability, and highly intelligent genius ninja. Many a Nara family member is an exceptionally quick learner, and grasps the secrets behind an enemies techniques very quickly.
For game purposes, this Jutsu confers an additional 20 EXP to the user, on top of their normal EXP score.
Taijutsu Combo
Essentially, this skill is for people who want to have a "namesake" attack in the game. Some flavored combo they use over and over that becomes a trademark. A couple Naruto characters do this, and this is a way to do that. You can get this skill multiple times, each time making up a new combo and a new name for it. For example, Maito Gai has instituted a very famous combo into Chuunin training curriculum, the "Konoha Whirlwind" that consists of a jumping roundhouse that can be used quickly in any situation, and result in a number of different finishing attacks.
Several NPCs use Taijutsu combos to a great deal of effectiveness. The following skills on the NPC pages are all Taijutsu Combos: Konoha Whirlwind, Initial Lotus, Morning Peacock, Climbing Silver, Wild Lions Mane, Tsuuga and Gatsuuga.
The Power of Youth!
Every once in a while a ninja comes along that will push themselves past their physical limitations, using the power of their spirit to achieve their goals. Ninjas who learn this skill can raise their temporary stamina to 5% above their maximum stamina, rounding up.
Youthful Innocence!
Less a technique and more a way of life, this is the ability obtained by all who seem to bounce back from injuries, recovering their normal vigor faster than normal. Ninjas with this ability regen 6 temp stamina per day instead of 5.
Weapons Training
Part of the most early training given to any ninja, this allows the effective use of shuriken, kunai, and other ninja weapons.
Weapon Tricks
While the majority of ninja weapons are simple thrown missiles, ninja will learn very early how to optimize the performance of these missiles, attaching wires and exploding tags to them, learning how to throw multiple shuriken accurately with one hand, etc.
